For the building of the new French-German Embassy in Dhaka, the Ministry of Foreign Affairs and International Development is launching a public consultation procedure for artists to commission a work of art, thereby meeting the decoration requirement of public construction of the artistic 1% in accordance with amended Decree No. 2002-677 of 29 April 2002.

I – Identification of Project Owner

II – Purpose

For the building of the new French-German Embassy in Dhaka, the Ministry of Foreign Affairs and International Development is launching a public consultation procedure for artists to commission a work of art, thereby meeting the decoration requirement of public construction of the artistic 1% in accordance with amended Decree No. 2002-677 of 29 April 2002.

The architect of the project submitted a statement of intent relating to the architectural signature of the project in which the work should be included. This note explains the context of the project and the possible locations where the work could be placed. The applicant should choose a work that takes this context into consideration and values it.

This advertisement will be circulated in France and in Germany.

III – Procurement Procedure

Procurement according to a procedure that is adapted to restricted calls for tender.

IV – Project Selection Procedure

Projects will be selected in two stages.

In a first “receipt of applications” stage, the Artistic Committee will shortlist, based on a review of applications, a minimum of three and a maximum of five artists who are allowed to present a project in the second selection stage. The Committee will focus on the artistic and educational approach presented and on the technical ability to create a work of this scale. Project specifications with the requirements of the project owner, a statement of intent from the architect and the plans for the Embassy will be sent to the shortlisted applicants.

In a second “selection of an offer” stage, the Artistic Committee will choose an artist after reviewing the projects. The project owner will designate the winner. A lump-sum allowance will be paid to applicants who meet the requirements of the project specifications.

V – Applications

Every applicant should submit in French or German or English an application containing the following items:
- An up-to-date curriculum vitae (2 pages maximum);
- A presentation of the artist (artistic approach, documentation of his or her works, display of his or her most important works (10 pages maximum);
- A cover letter in the form of a “statement of intent” in which the applicant will present the guidelines that he or she would like to give his or her project in this commission (2 pages maximum);
- A professional guarantee certificate attesting to registration with or coverage by the Maison des Artistes or registration with the AGESSA (French social security for authors) for the current year or a foreign equivalent; a certificate of registration of the start of activity issued by the Maison des Artistes with a copy of the Pzéro form, which enables the issuance of a French business identification number; a French business identification number (SIRET) or a foreign equivalent),
- A certificate, on the applicants’ honour, stating that he or she has not been found guilty of the offences mentioned in Articles L324-9, L324-10, L341-6, L125-1 and L125-3 of the French Labour Code;
- A DC1 applicant letter (authorisation of the legal representative from co-contractors) or the equivalent;
- A DC2 applicant letter (statement by the individual applicant or a member of the grouping) or the equivalent.

VI – Number of applicants admitted to present a project

After a recommendation of the Artistic Committee and a decision of the project owner are made, a minimum of three and a maximum of five applicants will be shortlisted to compete in a project study in which one will be chosen for the realisation an installation stage of the artistic project.

VII – Amount of the artistic 1%—Dhaka envelope

The amount of the artistic 1% envelope is €60,000 for total expenses.

This amount includes: advertising costs, transport allowances jury, the design and realisation presented to the commission, the design and the realisation of the work, the transport and installation of the work on site, the applicable taxes and related fees, the payment of the artist, and lump-sum allowances of €1,500 for artists who are not chosen following the second consultation stage. No allowance will be paid for the first “receipt of applications” stage of this call for tenders. Note that a manifestly inadequate project may not give rise to compensation

Thus the artist who is chosen at the end of the second stage should therefore count on an amount between 48,000 € and 52,000 € that cannot be less than 48,000 € for the entire project.

Applications must be submitted by 2nd March 2015 at 17:00 in a sealed envelope with the following details:
